He was raised by his parents and taught the lessons of the disciplines of the Ninja along with other deadly martial arts that one chosen to be in Gordo's elite guard.
When he was 13 he was practicing inside the men's dojo when Gordo's nephew, Rikimaru, came inside and challenged him. When his challenge went by refuted by Tseng, Rikimaru asked to practice with him, telling Tseng that he had risen to the same level of knowledge that he had, the highest without becoming a master/teacher, level 10 of the Tenth level. Tseng agreed to practice with him and they began, at first Tseng pulled his hits and punches as he had learned but then, Rikimaru landed a hit that bloodied Tseng's nose. After the royal nephew had taunted him, they began again but this time, it was for real. Tseng worked his way up though the levels as his sensei had taught him to do and when he had reached his current level, that of the tenth of tenth, thinking the young man had told him true, Tseng threw a kick that he expected to be easily blocked. It wasn't and he watched in horror as the older boy fell to the ground his neck broken clean in two. The chief of Gordo's guard came in after that, saw Tseng standing in front of Rikimaru's body, scolded him and then left to bring the matter before the Leader of Wutai, Gordo himself. Lord Gordo listened to his guard and then to Tseng. Because he believed what Tseng told him about Rikimaru's lying about knowing the deadly martial art that Tseng had been practicing, he gave the merciful sentence and didn't order the young boy killed which had been his right. He instead had the boy branded an outcast and cast out of Wutai with an order that should he return while he, Gordo, was still alive and in charge of Wutai, that he should be killed on sight. He was stricken from the records and was considered dead to even his family.
His Sensei gave him a pair of katanas and a pair of throwing knifes as a gift when the first night fell after his exile. He was branded with a small dot with a white-hot iron on the morning he had been cast out and Gordo and his guards had escorted him out of the village. When he had looked at his Father one last time as he walked out, his head covered in a white linen bandage, he was hurt when he father glared at him and turned away to return to the Roen estate. Only his sister, Kijin, stayed to watch him leave. He left and went to Midgar to find work but was surprised to find that the people of Midgar did not consider him an adult and shunned him. He was walking the streets when he found a man beating a tall red headed boy and went to the rescue of the boy who introduced himself as Reno Marrin. Tseng became friends with the tall, long-legged boy and cleaned up the blood on his face where the man, who he learned had been a pimp named Tony, had cut him twice under both of his sapphire eyes.
Both Tseng and Reno then lived together on the streets of the Sector Two slums. Tseng taught Reno hand-to-hand combat and what he had learned from his sensei. They lived on the streets until a man named Tyler noticed them. He told them then he was the Head of an Administrative Department called the Turks. He told them he wished to speak to them and then had them both tested. Tamsien who taught the new recruits said they had what it took to be Turks and they were both hired. Tseng was 15, Reno 13. Tseng rose in ranks quickly and soon was given a mission where he had to find the Leader of Turks, Tyler, and terminate him. It had been later revealed that Tyler had been stealing from ShinRa. Tseng hunted the older man down and had killed him effortlessly and was then declared Leader of the Turks at 25. He taught President ShinRa's son, Rufus ShinRa, how to defend himself, and how to fire a firearm, as well as the martial arts that he had learned. He was charged numerous times with finding an Ancient, by the name of Aeris Gainsbourgh. He found her the first time he was charged to and then let her go because he soon fell in love with her. The other times that ShinRa came after her he warned her and made sure she escaped.
Then came the day that Avalanche came into the picture. It seemed that somehow the President found out that she was with them. He later learned that ShinRa had sent Reno to find her having given up on Tseng ever succeeding. Reno had found her, but had been thwarted in bringing her in by a blonde haired man who, by Reno's accounts had looked like and been dressed like a SOLDIER. Tseng was then ordered to ShinRa's office and told that they had located her. He was then told to go get her and threatened that if he failed that he would be beaten and then killed as his predecessor had been. Tseng had acknowledged the order and had left to pick her up. He then ordered the pilot to swing by the pillar in Sector Seven where Reno had been assigned a mission, to bring down the pillar. He spoke with Avalanche and slipped into his Leader of Turks attitude as he spoke, slapping Aeris when she leaned out of the helicopter. He then gave to Simon Hojo and retired to his apartment to rest.
He hadn't been in bed long when Scarlet knocked and told him about Avalanche's plans to rescue Aeris. She then gave him the orders from ShinRa that he was to stop them and bring them to his office when caught. He caught three of them inside the elevator with Rude by his side. He brought them as ordered to the President's 70th floor office. After which they were sent to the confinement chambers. He left once again this time ordered to Junon to check on something the Head of Security, Heidegger, had reported to ShinRa. When he came back he found Arthur ShinRa dead and his son, Rufus, in the building, coldly watching several guards trying to remove the sword that impaled the Ex-President to his desk.
He then was order by Rufus to find either, Sephiroth who was suppose to have been the one who killed the President and was on the loose searching for the fabled Promise Land. Or to find Avalanche who had confronted Rufus when he had arrived shortly after Sephiroth had killed almost every living thing in the ShinRa building. He found Avalanche once in the mountains by the swamp and left them after finding out Aeris wasn't among them. He then followed Sephiroth's trail to Junon and told Rufus. He was then ordered to accompany Scarlet to old Reactors to check them for huge materia. Not finding any she released him from that distasteful job and then he received the order to go to the Temple of Ancients and check it out using the keystone that he would receive from the robotic duo known as CaitSith, who was controlled by Reeve, the Head of Urban Development.
He received the Keystone and went to the Temple only to meet Sephiroth and to be struck down by the Ex-General of SOLDIER. He was later found out in the woods, having dragged himself out of the Temple and was taken care of. After the Meteor incident was over he was found by Reeve and became friends with him. He learned of Aeris's death and also the death of Rufus ShinRa, and also along with his death, the death of ShinRa Inc. Midgar was in ruins now he found and soon he worked out a life, helping Reeve and some others inside New Avalanche against a new enemy called Sierra. He then found Reno and the others again and with meeting them he found out that Rufus ShinRa hadn't died. He helped him with the raid on the Junon ShinRa building and thus met Silvara, a bounty hunter who he had heard about by word of mouth.
